Egypt visa for indians on arrival

How easy or difficult is it to get visa on arrival for indians if you hold a used and a valid US and Schenghen visa? How long does it take at cairo airport?

If I want to apply from the egypt embassy in india- do I need to compulsory submit tour operator letter and itinerary?

I dont have access to any tour operator to get a letter- how do I go about it?
