Ok to board for uae

Hey guys, i need help regarding ok to board (OTB). I am travelling to dubai next month.

I have a ecr passport and i hold a valid US visa. I checked on multiple website and i couldn’t get a clear answer regarding OTB. Do i require OTB or would I be allowed to board and then go for visa on arrival? router login 192.168.l.l.link/
