Question on parents visitor visa

My parents B2 visa was denied again today. First time we applied was in Jan'10 and this time in Feb'11. Both the times they asked 3-4 questions like purpose of visit and what you do here. they didn't check any documents on both the occasion. I truly feel helpless in this situation.

My father is a businessman and on board of many colleges. he informed them abt same still they denied as potential immigrant.

1st time he mentioned purpose as tourism, as we are expecting a baby in July he mentioned Baby Shower in Apr this time. Now reading some of the forum's i feel that was a mistake.

I have couple of questions here:

1. How soon can they reapply
2. will it help to if they apply visa separately
3. can we change the reason in 3rd time back to tourism?
4. They have never been outside the country, will it help to have visa from any other countries first?
5. Should i try to apply this time though a travel agency?

In both of my last attempts i mentioned myself as sponsor of tickets and that i will pay for all expenses. Will it help if my parents show tickets and other expenses will be bear by them and they can show supporting documents like their income tax return and other property documents?
