No object certificate/ Leave sanction letter for govt employees - visitor visa

Hello Everyone,

We are applying for visitor visa for my wife's parents.They both are govt employees.Do they have to submit No Objection letter or any leave sanction letter to the visa officer during the interview or do they need such letter at later stage.

Please advise.
