Visitor visa for spouse of a US Citizen?

In this scenario, a couple where one of the spouses is a US citizen and other a green card holder. They moved to INDIA as the citizen spouse is working for a US company's office in India. It is 4 years since. Now, if the spouse who is an Indian national intends to visit US for a couple of weeks (for tourism) with US citizen spouse and children, can she/he get B2 visa? OR will she/he be treated as a "potential immigrant" being spouse of a US national?

That means second person has lost greencard status.

It is really difficult to say whether she will get visitor visa or not.
On one hand, argument is that the person had greencard, still she let it go and therefore not really interested in staying US.
On the other hand, argument is that she was already an immigrant and may potentially be immigrant again.
