Parents applying for visa

My mother got her visa rejected twice in nov..Now both my mom & dad will apply for the visa again by 2nd week of april..This time the main reason for their visit is that my daughter who will be 3 months old in may will undergo a surgery.The hospital where the surgery will be done is ready to give a letter addressing the counsulate..I am trying for a senator letter also..Do u think the consulate will consider such sensitive matter & grant the visa or the recommendation letter from the hospital & senator will make the situation worse.Pls help me..

Don't mention the surgery cause

I personally think that the surgery point should not be mentioned during the interview. They might say that the facilitites here are good enough and she might do without your parent's presence for that specific purpose. Rather a tourism motive might serve the purpose better.

However, this comment is based on my personal understanding of how the visa officers think.

I also agree that 'tourism' would be much better reason for 'tourist visa'.
