About visitor visa

I want to know that my parents had been refused for visa twice now i came to know about travel companies who prepare tours to u.s. so is it possible that my parents could get visa through these companies and they could come to u.s for a few days with these companies and go back.
My parents have been to germany last year now they wann to explore u.s.
please guide me.what to do?
