Who should be sponsor for my sister to visit the USA?

1. I am a US citizen, have a job, no house, and haven't much money in the bank.
2. My dad is a permanent resident, have a job, have a house, and have money in the bank.
So, i would like to ask you that who should be a sponsor for my sister to visit the USA with a higher chance to get visitor visa?

Anybody who has money can pay for her trip. Having parent and brother permanently settled in the US will unfortunately make it difficult for her to get a visitor visa.

Thanks for your answer. I would like to ask you that in my case, my father should be sponsor my sister, because he has money in the bank. But my father has green card, he isn't US citizen yet. Is it a good idea to let him does all paperworks. How about i am a sponsor , but my father will do I-134 for my sister? Please give me advice as soon as you can. Thanks so much.
