Visitor visa for in-law working in Kuwait, on vacation in India

Dear All,

Request your guidance on sponsoring the visitor's visa for my Father-in-law.He is working in Kuwait and will be in inda for 2 months vacation every year. My Mother-in-law is a home maker and lives in India. I am planning to process the visa them together from India.

Since he is now in India, can I apply for a visitor visa to both of them to the consutlate in India ? Or ,will he be required to process his visa from Kuwait? Please advise.
