question about visa

Hi,

I want some advice for a particular situation. If some one has applied for permanent residency from India to migrate to US. Can he/she apply for visitor visa or as per my information, one cannot visit the country till a decision is made regarding the pending case. If some one have any information please help!!

If the immigrant application is pending, it is extremely difficult to get visitor visa, as the person has already shown the immigrant intent which is a big problem for visitor visa.
