Info needed abt tourist visa

Dear Sir/Madam,

I am currently on L2 visa to USA and m planning to get visa for my parents for tourism purpose.My father is currently working in Saudi Arabia and has Saudi permanent visa,but he is INDIAN.So will he get USA VISITOR VISA?.If yes, what are the documents needed for him to submit in Mumbai - US consulate...When i go to appointment page ,they ask state of residence..i am confused wat to put??.It would be very helpful for ,if u reply in detail

If he lives in Saudi Arabia, why is he applying from India? Why not from Saudi Arabia?
