Visitor Visa Extension by non sponsor

I have sponsored Visitor Visa (B2) to my Monther back in 2008 and she got 10 years multiple entry visa. Also, she visited USA on the same year and left country in 6 months time.

Now she visited again to my sister house and they are looking to extend another 6 months stay.

Question: Is the visa sponsor only file papers for visa extension or anyone can apply (my Brother-in-Law) can do extension.
