Visitor visa Questions

Dear all:


My father in law ‘s visitor visa has been rejected under section 214 b. He is planning to attend again in next two months .
I have few questions ,what steps he needs to take next time ?
• Any property related documents that he owns in India ??
• First time when he went to the interview, I sent him the documents since my wife was on H4 at that time . currently my wife is on H1b ,does it matter who sponsor’s his visa this time since my wife is on H1b too ?
• Since there are two incomes from house hold , what amount should I put on DS form ,combined income or just my income
