my friend want to visit here to meet me & see sight as a tourist visa for 10 days, she is comming 1st time in india form manila

do i need inform to immigration office before she come here in india

No. Nothing required for a tourist visa.

Registration with the foreign office ( FRRO) is only required if the visitor is coming on a long term visa ( student, employment, research , businessX) of 6 months or more.
