Apply for visitor visa??

My Dad had applied for a Canada visitor visa and was rejected on the basis that he does not have any family ties in India. My brother is in Canada and I am in the US. We wanted him to visit both of us. But now since his visa for Canada has been rejected we are not sure if he should reapply for Canada first or just go ahead and apply for the US visitor visa. Will the Canada rejection influence the officer's decision. Also my Dad really has no ties in India since my mom has passed away and he is retired.

I don't think Canada rejection matters for US visa application.
