Are your a citizen? Do you hold a green card? I would not recommend you to try this route for getting him to US permanently. B2 Visa is non-immigrant intent visa. It is given for one to visit for tourism purposes for short duration and it is expected that the person leaves after the purpose has been fulfilled any other purpose than this is bound to go through lot of scrutiny. This is my opinion, not legal advice.

We don't want to get marry at such a young age. Is there any other way? work related maybe? or studies?

*Most work related green card categories have very long wait periods.
*Usually it becomes difficult to change status to student/work visa without previous planning.
Because you only have a limited period of stay on B2 ( they may grant him 3 or 6 months).

What he could do;
Plan well about student program he plans to enter. Plan about funds and fees.
Enrolment dates and deadlines. Make a choice of few colleges to visit.

When he enters US on a B2 he should state the purpose to the entry officer
as "prospective student' come to visit different colleges for xxxx program. They will stamp his entry card as " prospective student"
and then he can change status later. But he will have only 6 months of stay ( if given 6 months).

Other than that he can directly adjust to green card by;
1.Marrying a US citizen
2.Investing $500k under the investor green card program( EB 5)
