New visa appintment procedure

I saw the news that from sept 26th onwards they are changing the rules to apply non-immigrant visa.
This is so confusing. They are saying we can book appiontment via phone, chat and pay visa fees through electronic fund transfers using axis bank. in this case what happens that people already paid visa fees in hdfc banks? can they use same old process using vfs site to book appointment using hdfc reciept. Please advice.

Unfortunately, news release on Sep 5, 2012 is the only detail available so far.

Therefore, I don't think anyone here knows the answers to such questions.
