Extended Visitor Visa

My wife and I are retiring from teaching in July 2010 (we reside in South Africa but were born in UK and hold UK passports). We would dearly love to spend some of our retirement years in USA as we visit your beautiful country annually for our summer vacation.

1. Is it true that as we were born in UK we are not eligible to enter the lottery system for the Green Card?
2. Will this decision be reviewed in the near future?
3. What can we do to gain a green card - we will be financially independent!
4. If we cannot gain a Green Card then how long can we stay in USA on a visitors visa as we would want to travel and discover the country as a whole?
5. I have 5 cousins who are US citizens (born in USA) who would be willing to submit documentation to support our application!
6. Your information on the B2 visa states that such visas can be extended up to 10 years. Is this true?
7. We are currently accepted on the Visa Waiver programme.

What would I have to do to gain special permission to have a tourist visa of 12 months granted?
