F1 to H1B fall under TAL. I have gone through Process twice before but every time it took me less than 4 weeks. I came to India with the same expectation but this has been the longest 2 months (pretty much)
6th nov: case created (same as fingerprint date)
7th nov: Status updated that’s it’s under AP ( interview date)
7th dec: date updated but same message as above
15th dec: date updated but same message as above
22nd dec: date updated but same message as above
27th dec: Issued
