Passport returned by Visa Officer.
Need I-797 and Project Description (boxes checked on the 221g slip). Even though I had the documents, the Visa Officer said they need the documents in a PDF via email.
Between 1/10/2018 and 3/6/2018, the Case Last Updated date on the CEAC site did not change; it was 1/10/2018.
Update on 3/7/2018: Finally, got an email to submit passport after 2 months. The email said "Your case is currently on hold under Section 221(g) of the Immigration and Nationality Act (INA) pending submission of your passport. The requested passport should be submitted through any of the dropbox facilities at http://www.ustraveldocs.com/in/in-loc-documentdropoff.asp."
3/8/2018: Submitted the passport at the dropbox facility. Tip: take a printed copy of the above email that you got and save some time. I had to find a printing station to get this email printed.
3/13, 3/15, 3/16: Date on the case updated. But still AP.
3/19: Case changed to "Issued".
