My wife had an interview for changing H4 to F1 and they said visa has been approved and after 2 week she received a mail saying case has been refused under 221 g. Mail had a questionnaire asking last 15 years of employment history, travel history and some other basic stuffs.
She replied on that day itself and it been on administrative process since.
She didn't traveled anywhere else, didnt had any crime history or any other things they usually flagged for this 221 g. Really frustrating when they dont give reasons for holding and not replying to any mails.
