PhD in Chemistry (materials related thesis ), came to renew my F1 visa, was issued a blue slip, got automated confirmation after document submission. Have been waiting since then.

Wrote a letter to the local congressman-3/4/2019
Got email from the local congressman that my case in on hold pending submission of my passport. -3/15/2019
Submitted passport- 3/18/2019
Visa issued- 3/24/2019
My case got delayed because I never got any email from the Mumbai Consulate that I need to submit my passport for final step. I got that information from the local congressman who was nice enough to inquire about my case. (In my visa the clearance date was 2/7/2019)
So one thing I learned here is that bigger organizations like consulates and embassies can make a mistake too. if you are waiting for more than 60 days you need to use everything in your hands to inquire about your case.
