F1 visa in AP for 7+ months

I'm a PhD student and I held an F1 visa for the past 4 years. I travelled to Europe last summer and I wasn't allowed to return. Upon contacting the consulate, I was told that my visa had been cancelled (even though it was supposed to be valid until this year). No reason was provided and I was told to reapply for a new visa.
I applied for a new F1 visa and it has been in AP for the past 7 months. No updates on my case, inquiry emails by me and senator/congressperson all come back with generic response. I've missed two semesters because of this and has had a serious impact on finishing my degree.
I have no clue why they cancelled my visa in the first place, ahead of its expiry. I asked VO during my interview and he said "I have no idea". I have not committed any visa violations to my knowledge.
Would appreciate any advice on how to make progress in my case.
