H1B visa stamping at Mumbai - 221g yellow slip

Time:9.15 am

I appeared for h1b stamping at Mumbai. There was a lot of crowd. My appointment time was 9.15 but I appeared at the interview window at 10.00 a.m. By that time the VO was already frustrated with so many candidates before me. She asked me straightforward questions,

VO: Before asking questions, kept on typing something for a minute.
VO: Is this your first H1b ?
Me: Yes, with extension
VO: Do you work directly for your employer or is there a client ?
Me: Client, I said the client name
VO: asked to spell the client name. May be she couldn't find it in her system.
Me: Spelled it and told what my client does
VO: What is your highest level of education
Me: MBA
VO: what is your job title
Me: BI Data analyst
VO: your annual income
Me: YYYY XX USD
VO: Do you have dependents or kids traveling with you ?
Me: No

she started writing some more things then gave me a yellow slip and requested for additional documents. Cancelled my F1 visa which I dont use anymore.

She was giving 221g to almost everyone who went to her. Also, many other VOs were giving 221g to 80% of candidates. I think they are fresh and happy way early in the morning until 9 am. Post that they lose their patience. There was a long queue as well.

I heard many cases are already flagged whether they are going to approve or RFE before you even appear for interview. The 4-5 questions are only asked as formality. The way she kept on typing for a minute, I figured my case is going to be in 221g. I don't think I answered anything confusing. She didn't even ask me too many detailed questions, just few straightforward questions. Which means it must be predetermined that my case shall not be approved.

My suggestion: 221g is issued to anyone, FTE or EVC. However, changes of getting 221g is higher for EVC candidates. If you do not have I-140 approved, do not travel outside US. Get your I-140 approved, it makes your case stronger and chances of getting visa stamped are higher. I do not have I-140 approved, not sure how long it will take.
