Birth certificate help needed pd current

I dont have my birth certificate. Problem is My parents live in Punjab and my birth place (as per my passport record also) is Tamilnadu. Can anybody suggest me what are my options?

Also what documents exactly we need in case birth certificate is not available? As my wife doesnt have her BC too. I have read the basic information, but dint get it quite well. Also somebody told us, simply submitting non-availability certificate wont serve the purpose.
