that the I-551 is issued in 10 year increments.

Can you tell me if that is by their regulations/rulings? And, if so, where I can find that specific rule?

That is the fact.

Your permanent resident status is for lifetime as long as you continue to maintain it.
However, the card proving the same is issued for 10 years at at time.
