Hello,
I hope you can help. A friend of ours, has a green card and he was recently told that he needed to update his photo, as the photo doesn't represent the way he currently appears. Does he need to go to the closest INS office to have this done or is there another method? I appreciate any info you can supply. He lives in Highland, NY so NYC is probably the closest office.
