URGENT : PCC and Marriage certificate

We are filing for Consular processing for parents. They curretnly live in India (Hyderabad). They dont have marriage certificate but have affidavits from parents and siblings. Is this good enough or they still need marriage certificate/ non-availability of merriage cert?
For marriage certificate : they got married in 1970. Can they get it registered now? Getting non-availability certificate seems very difficult so looking for alternative options.
For police clearance : is it enough if they get PCC from passport office?

Either marriage certificate or non-availability of marriage certificate is required.
