He can not retain F4 Priority date. It used to happen in the past but those days are gone.
F3 is Married Sons and Daughters of U.S. Citizens. I don't think your cousin is US citizen yet.
Only option they have is to file under F2B if son is unmarried and remain unmarried till parents become US citizen. That's how he will be able to retain priority date of F2B petition by converting petition to either F1 if unmarried or F3 married (after parent's naturalization) Getting married before parents naturalization will revoke F2B petition. It's same forms and procedure followed for your F4 petition, just category is different.
