Bang on! 1MAR04
We have just four month of movement left for this FY and there is enough numbers to move date forward F4 India PD. However NVC will not do it for the reason I explained earlier. Good news is that NVC moved F4 India second chart till 1Dec04. people will start receiving Welcome letters beyond 22Jun04 (within this month, most probably starting 20 Apr). NVC's this action also give us broad picture on NVC's thinking for next FY too.
Strange thing happened for F3 India, First chart crossed Second chart in March VB and then second chart moved till 1Sept06 in April bulletin. People started receiving Welcome letters and some are still awaiting. Surprisingly,First chart moved 3 week in May VB. How the hell NVC is going to get documentary qualified people to issue visa when people just received Welcome letter 10-20 days back. This is kinda of **** movement for F3 India. Well, those who don't agree/understand, wait for May statistic which will be released somewhere in late June 2018. You may understand what exactly I am talking about. Well This could be the trend for remaining 4 months in this FY for F3 india. Dates may move but there won't be enough documentary qualified people to issue visa.
For F4 India, Assumption remains similar. There is scope for numbers to support 3 week movement but bias remain for no more than 2 weeks movement per month and 1 week would be harsh movemnt on F4 India.
For some welcome letter receivers (F4 India),
"There will be Superfast train coming to your way. If you missed, local train could be awaiting for you. Choice is yours."

PD is Mar 2 2004
Hi forum members
My sibling's PD is Mar 2 2004 for F4.
Will it become current in June bulletin?
When will the interview be scheduled in NEW DELHI.
My nephew just turned 21 in feb 2018 but F4 case was approved in 2009(5 years later). HIS DOB Feb 20 1997. He is 21 and 2 months old.
Will he qualify under cspa for the visa and do we need to send anything to nvc or consulate regarding his age etc. His name was included in welcome letter and invoice etc. We paid the fees and The case was completed at nvc in april 2016.
Thank you all your advice/suggestionsLast edited by hhog83; 04-13-2018, 02:54 PM.

When does Petitioner or Beneficiary get the first notification letter from NVC to start preparing documents? 6 months before the PD becomes current?

Its not fix that you get 6 month before PD becomes current. Few people received their welcome letter in december 2015 and still haven't received visa.
Well NVC sends Welcome letter in slots and then they observe the people's action and based on certain factors they decide if there is need to release next slot welcome letters.
It's too early to say when you will receive welcome letters.

CAUTION: For the people submitting documents to NVC
2017 Tax filing was due 14 April 2018.
What does this mean?
This means whoever is submitting affidavit of support documents after this date will have to submit 2017 tax returns or transcript. If petitioner has filed for extension for the 2017 tax year, submit the photocopy of IRS Form 4868 or signed statement indicating Petitioner filed an extension. And petitioner should submit previous year's tax return or tax transcript.
What if you submit just 2016 tax documents as most recent document without submitting extension proof (IRS 4868 or statement from Petitioner)?
In this case, You could receive checklist, as you did not submitted documents from most recent tax year (which is 2017).

Over and Out for 2018 FY!
This is my projection for this FY. You can see that I got 7 correct calls (in greens) out of total 10 till now (result can be confirmed by VB movement or Monthly released data in orange). Three bad calls were marginally off if you see reds in the table and compare to actual result. Do I care about it? No, because It?s just marginally off from my numbers. Important thing is to know where are we heading with current trend.
I have decided to sign off on these tracking stuff, as I will be done sooner with petitions I am helping. Hence, I decided to layout broad prediction (ranges) till end of the year. Well, I could be marginally off on some calls but it would not be significant difference.
Also, If you see, I readjusted my numbers for April and May, because of one off call on VB movement and overlooked F3 numbers situation (which I explained in one of my previous post).
I also have vision on how F4 India should move next FY. I conveyed cryptic message in one of my this month?s post.
I will come back late October to see how many other greens I have. And based on how many people are following this thread, I may start my calls again. But frankly speaking, I don?t see India F4 people following this thread.
