Certified translator for I-130 forms or not?

I would like to know if my fiancé who his mother tongue is English is allowed to tranlate my documents for the I-130 form.

Or do we have to ask a certified translator to do it?

Certified translator is not required. However, neither the petitioner nor the beneficiary can translate it.

Anyone else who is qualified can do it.
