Question on OCI card application

We are of Indian origin and are US citizens now. We want to apply for an OCI card. My husband was born in India but came to the US at the age of one year. Our minor chid was born in the US. My husband has his Indian birth cetificate but does not have his Indian passport anymore or his parent's passport. Can he still apply for an OCI card?

If he cannot get an OCI card without his Indian passport, can I apply for an OCI card for our minor child with my application (I have all the
required documents)?

/oci-card/
