Immihelp /compare-oci-card-with-pio-card/ says consular access is allowed by USA but not by India for OCIs. This is probably true of other countries too. They see the word “citizen” and mistakenly think you are an Indian citizen and won’t let you access the US consulate if you are in legal or other trouble in a foreign country. How big a disadvantage is this? To what extent can the US government come to your aid?

Yes. I have the same question too. What is the worst case scenario that you will need this? Unless it is deep political or severely criminal.
