question for OCI + Renunciation of Citizenship together

Hi,

Your web site provides very good information for US visa and other related process.
I got US citizenship exactly before 3 months. I have not got yet Surrender certificate. But I have US passport. I would like to apply for OCI.

I am unclear how to apply for OCI and Surrender Certificate together. I am going to apply to NY consulate. Can I put both the applications in the single envelope with all the required docs and fees ? Do I have to pay return mailing fee separately for both the application ?

If you can give some information on this, it will be very helpful.
