How do I file a complaint on SplendTek Consultancy for not processing H1B

hi,

I have paid 1500 USD for processing my H1B Visa to SplendTek Consultancy for the year 2015. They said they have filed my H1B but it did not picked.
When I ask them to provide my Receipt Number or any other proof they are not responding to me either thru Emails or Phone calls.

How do I file a complaint on SplendTek for not filing my H1B but still taken my money.

Search for form WH4 on DOL.gov

Next time don't pay for H1B, it is illegal. You are also a party to this fraud.

Also, when petition is not selected in the lottery, filing fees are returned. No receipt number is generated.
