H1B Fee - NEFT Transfer

Hi Can anyone please advsie.
Any one India account is fine to pay H1B fee or only from h1B holder own bank account for NEFT Transfer? I am in USA and i do not have NRI India account, but my brother has. So Can he pay my H1B fee via his online bank?
