Need help regarding H4 visa interview.. Urgent!!!

Hi,

My H1 visa and wife H4 visa stamping got expired in Sep 2009 and we got it extended to Sep 2012 before our visas expired. Now my wife is in India. Can my wife go for H4 stamping before i get my visa stamped??

Any help would be highly appreciated.
