Change employer when H1B is pending

Can I change the employer between the time period of H1B approval and getting the actual H1B visa? if its a first time H1B filing, and going through the H1B premium process. which usually takes around 15 calendar days. I am f1 opt status

But then will the new employer need to transfer the H1B or have to file new petition? Can the new employee transfer that approved H1B before getting the actual H1B? before October? How much time does it take after approval to get the Actual H1B?
