H4 to H1B conversion when I am in the Netherlands

Hi all,
I have an H4 visa as the spouse of a H1 holder. Now I also got a job in US and I want to convert my H4 to H1 but the appliaction process is taking long and won't be concluded before our scheduled date of arrival to US. I know it's not advised to enter US during the H1 application procedure. Does this also apply to a H4 holder during a H1 application?Thanks a lot!
