L2 (blanket) interview location

Hello,

I am in the US on L1B (blanket petition) and will get married in Kolkata (W.B.). My (would be) wife is from Chattisgarh and has recently got a passport from the Raipur (Chattisgarh) office. I need to apply for her L2 (blanket) during Dec. I tried to login and check the interview location. As her 'State of Residence' according to passport is 'Chattisgarh', it is selecting Mumbai first and then automatically changing later because of the visa class, to 'Chennai'. If I try putting her 'State of Residence' as West Bengal (that is where the marriage is going to take place), it keeps the interview location as Kolkata.
Two questions.
1. Do all L2 (blanket) applications interviewed in Chennai. I hope the online system did the right thing in both the cases.
2. If possible, can I say that her 'State of residence' is West Bengal instead of Chattisgarh. I would prefer her interview location to be Kolkata.

All blanket L-1 petition based applicant must apply only at U.S. Consulate in Chennai. Indi. Individual L-1 applicant (L-1A and L-1B) as well as L2 applicants (even if dependents of L1 blanket petition) can apply at any consulate.
