Cooling period for L1A

I was in US till April this year on L1B and completed max 5 years. Planning to file for L1A petition this month. Can you please let me know if I get max quota for L1A (7 years) if the petition is approved before April; but if I travel after May 2016. My cooling period will reset only if the petition is filed/approved after 365 days of my exit from US OR it is fine to file and approve the petition and stamp the visa; but stay 365+ continuous days outside US before traveling back.

if you want the cycle to be reset, I would suggest you apply petition only after completion of 365 days stay outside US, that is next April.
