Biometric entry/exit fees is applicable for L1A blanket interview at Chennai India?

I am applying L1A blanket and appointment is in December 18th .In visa scheduling site, I see

"Biometric entry-exit fee of $4,500

Blanket L-1 applications for petitioners with more than 50 employees in the United States and with more than 50 percent of those employees in H-1B or L status are subjected to an additional fee of $4,500."

We have to pay this at consulate or biometric appointment? I am not sure if it is applicable for myself?

Hi,
At the consulate, generally you only pay the visa application fee (MRV) not the $4,500 blanket fee. And the $4,500 fee is paid by the employer when filing the petition with USCIS, not by the individual applicant at the consulate.
