B2 Visa Renewal From India

Hi,

My parents got 10 years of visitor visa in 2002 and their Visa got expired in Dec 2012. Now we want to renew their visa. They have always stayed less then their I-94 Date and have visited US for 4 5 times. All times they went back in around 4 months. Their last visit was in 2012 and they left in 3rd week of Oct 2012

My questions is Do they qualify for the Interview Waiver Program. IF they do, Do they still need to go for the Finger Printing appointment at OFC. I know the link in immihelp regarding the eligibility but there are too many conditions.

I think the most applicable to my parents is point 2 which is you would like to renew the visa and all of below apply but there is one point which says

You received your visa After Jan 2004 and You received your visa after Nov 2008.
I think in my case both are not applicable. So what to do. They have to go for Only finger printing or do they have to go for USCIS appointment as well.

Conditions here are too many to evaluate.

I think that the information provided in that link is sufficient and accurate to answer your questions.

As they don't meet any of the conditions completely as listed, they will have to do everything all over again.

One must meet all the conditions for interview waiver eligibility. Since they do not meet the year ( 2004/2008) condition, they
will need to go for interview and biometrics both, like regular applicants.
