Children under the age of 14 allowed in interview?

Hi,
My brother is applying for visitor visa for his family including two kids less that 14 years old. Will Delhi consolate allow kids in the interview hall or the kids need to stay home?

Appointment letter mentions the following:

Should my children come?
Children under the age of 14 do not need to appear in person to apply for a visa. If you are also
applying for a visa, you may carry your child’s application documents with you, along with one
photograph of the child on white background (2 x 2 inches or 51 x 51 mm) in size. Further photo

Any advice on bringing the kids to the interview? Also, https://www.immihelp.com/usa-visa-interview-guide/ mentions that kids are required to appear in person.

people aged 14 or less and 80 or more are not required to appear for the interview.
Your bro can complete their Ds160 and take their docs with them to the interview.
