Expedite fee for B2 Visa ?

Hi,

I heards somewhere that the US consulates in India now have an "expedite fee"., i.e, if after the interview, they say that your visa has been given - if you give them an amount of say $xyz, they ask you to come to the counter on the same day and collect the passport and visa.

Please clarify. Thank you for your help.
