Birth Certificate

Hi,

I currently do not have a birth certificate and since i need to sponsor my parents, I now need to get a birth certificate made.

My question is:- Does a birth certificate always have to be issued by only a municipality or panchayat? Is a birth certificate authorised by a Magistrate equally valid??

I will really appreciate if i can get a quick response on this..
