10-year Multiple Entry visa due to expire

My mom's 10 year multiple entry is due to expire March 2008. My questions are

1. Renewal of this is not an option. Am I correct? I need to reapply for a fresh visa, correct?

2. If yes to 1 above how soon can she reapply for it or can she do it only after the visa expires.

3. Where can I get info on getting the interview date etc.

She needs to apply for a fresh visa and she must appear for an interview.
She can apply now but she must show her planned date of visit after the expiry date of the visa or else they will say use the existing visa.
