I would like to know if the consulate is only accepting online applications nowadays? Can we still give them hand written applications and where do we
go to submit these applications?

you have both the options to submit your application but it is recommended to do it online as if there is any change in plan or corrections you can do that easily if you have made your application online @ https://www.immihelp.com/us-visa-application-procedure/
for hand written applications for have to submit at the USA Embassy at chanakyapuri, new delhi

and you have to fill 156 & 157 online
