Tourist Visa for Liberian Friend

I would like a friend of mine from Liberia to visit for 6 weeks from August thru Mid-September 2009. I am reviewing the documents for the application process. What is not clear which of the documents pertaining to the application process are for all applicants versus Indian applicants. It is confusing. Can you please provide specifics on forms r/t to a Liberia citizen visiting for 6 weeks on a tourist Visa. Links will be fine as well. Thank you for the time and consideration. How soon should we start the process. Also, Liberia has a poor infrastructure for communicating so this will be a challenge. The postal service is barely functional.
