US Visa Renewal Application Process

Sir / Madam,

Kindly clarify following questions:

1. If 10 year visas expire in February and I would like to renew the same, can I post / courier it to the Mumbai Consulate?
2. If this application is related to visas for my self + wife + sons + parents-in-law (above 75 years of age), do we need to schedule an interview with the IFS or the in-laws / children / wife be exempted from personal appearance ?
